Startup & Commissioning

How We Deliver Startup & Commissioning

The same engineers who designed your systems are in the field to start them up, providing the most knowledgeable project team available to support the startup.

Bringing Engineering Systems Online – From Installation Completion to Active Production

Startup and commissioning is where engineering meets reality.  Cortex supports the full transition from mechanical and electrical completion to active production including coordinating system testing and project verification across process, mechanical, electrical, and automation disciplines.

Pre-Startup Review & Mechanical Completion

Before any system is powered or product is introduced, installation is reviewed against issued P&IDs, equipment specifications and construction documents. Installation status is confirmed and open items are documented for resolution. This phase establishes technical readiness before functional testing begins.

Capabilities include:

  • Mechanical and electrical completion checklists
  • Installation review against IFC drawings
  • Equipment nameplate and specification verification
  • Utility connection confirmation
  • Punch list development and tracking

Process Validation

Before a system enters production, it must be confirmed to perform as designed — not just installed correctly, but operating as intended under real process conditions.

Cortex supports validation in both regulated and non-regulated environments. For pharmaceutical and API manufacturing, this includes formal IQ/OQ protocols executed in coordination with client quality teams. In chemical, food & beverage and industrial environments, validation confirms that equipment, controls and process systems perform against defined design criteria before full production begins.

Capabilities include:

  • Process validation (IQ/OQ) for regulated environments
  • Post-construction equipment verification against design documents
  • Process loop tuning for PID and control modules
  • Equipment performance confirmation against design basis
  • Capacity and throughput validation
  • Documentation for regulatory review and turnover
  • Coordination with client quality teams on validation protocols

Functional Testing & System Verification

Process systems, utilities and controls are tested in a predefined and structured sequence. Equipment is energized, loop checks are completed and interlocks are confirmed before production starts. Control Hardware and Software are installed and configured for live testing.  Control narratives and programming logic are simulated prior to installation and reviewed during live testing to confirm alignment with process intent.

Capabilities include:

  • Software & Hardware Installation and Configurations
  • I/O verification
  • Instrument calibration review
  • Control logic testing against narratives
  • Utility system performance checks
  • Dry-run and water-run testing prior to product introduction

Operational Handover & Closeout

We don’t hand off at startup and walk away.  Final documentation is compiled and reviewed, s-built drawings are updated to reflect field conditions and our engineering support continues through early production to address adjustments tied to real operating conditions.

Capabilities include:

  • As-built P&ID and drawing updates
  • Final equipment documentation review, including detailed description of operations
  • Operator coordination during initial production runs
  • Operator and Maintenance Training
  • Resolution of startup-related technical issues
  • Project closeout documentation
  • Ongoing support to assist the development of Standard Operating Procedures
  • After project support including equipment and controls tuning for optimized production

Testimonials

Why Clients Choose Cortex

I have worked with Cortex for about 15 years. They have done lots of 3D design work, including for an $11MM HDPE reactor debottleneck and a $30MM waste treatment plant. They bring a great skill set to these projects and are agile and able to adjust to changing conditions."
Their use of the latest technology in producing these packages across multiple disciplines provides exacting details to reduce scope changes and field busts thus reducing the total installed costs of projects. The long-term relationship that we have developed with Cortex provides an experienced background that is influential in bringing project to a successful conclusion."
They provide timely updates, openly discuss challenges and options, and make it easy for stakeholders to understand. They proactively identify cost-saving opportunities without compromising system performance or reliability."
Most recently, I had Cortex develop FEL2/3 estimates for six Turnaround projects (three MCC replacements and three piping/ structural projects). All of these projects were well within the error band comparedto when we developed estimates after detailed engineering. I have been pleased with the work that Cortex has performed for me over the years."
Working with Cortex has been exceptional across every phase of the project. Their dedication to transparency, thorough scope development, and clear communication builds confidence from day one. They take the time to understand every operational requirement, clearly define deliverables, and lay out realistic expectations to minimize risk, prevent scope creep, and ensures everyone starts the project aligned."
Cortex has a long history of being instrumental in developing both turnaround and non turnaround capital projects. We have used Cortex to develop competent IFC drawing packages and estimates from scope descriptions."
They have a strong understanding of our internal engineering standards. They consistently uphold internal specifications, industry best practices, and quality expectations in every aspect of design, programming, documentation, and implementation."
